近日，网购“刷单”行为被各大媒体相继曝光，引起社会各界广泛热议。所谓网络“刷单”是指通过“刷单军团”当托儿，虚构出网店的高销量和“好评”，以吸引更多的顾客。网购“刷单”行为的大量存在不仅扰乱了网购市场秩序、侵犯了消费者的合法权益，更可能滋生新型的“传销”组织。对此，工商部门应采取行之有效的措施加强对网络“刷单”行为的监管。
一、网购“刷单”行为的危害性
一是扰乱网购市场秩序。由于在网购交易平台上，两家网店销售同样的商品且价格差别不大的情况下，消费者往往会更倾向选择销量高、评价多的商家购买，因此，部分商家雇佣水军刷单、刷信誉，必然使其他恪守公平、诚信、自愿、守信等市场基本准则的商家受到市场无情的挤压；加之网店销量靠前才能搜索靠前，使得网店经营者不“刷单”就没有生存空间，久而久之，还会形成“劣币驱除良币”的互联网营销生态，严重扰乱了网购市场公平竞争秩序。
二是侵犯消费者合法权益。一方面，“刷单”需要支付一定金额的佣金，且商品价格越高、佣金越高，从一定程度上拉高了商家的成本，而“羊毛出在羊身上”，这一部分成本自然转嫁到消费者身上，让消费者在毫不知情的情况下为其“刷单”行为买单。另一方面，部分披着国外代购虚假外衣或选择国内优秀品牌进行高仿的造假者，通过“刷单”制造让人信服的好评店铺，不仅妨碍了消费者的正确选择和判断，更可能使假货、高仿货充斥市场。
三是滋生新型“传销”组织。据报道，“刷单”军团一些所谓的“上线”，会在各个论坛、贴吧留下自己的QQ号码，前缀多是“网络兼职”并且会附有“月薪过万不是梦”的蛊惑性语言。一旦有动心者，接下来会有YY公会等组织接手对其进行洗脑、专业培训并考核。而在提成方面，每为军团拉来一个客户，推荐者都可以得到50%的入会费提成，“刷单”所得的佣金，会被管理员抽走30%左右。“刷单”军团的提成方式及组织方法和传销组织没什么两样，在淘宝做大做强的背景下，俨然形成一条“附体吸血”的新型产业链。
二、加强对网购“刷单”行为监管的对策
一是强化网购教育引导。工商部门、消委会应利用各类普法宣传活动契机，通过发放宣传资料、发布消费警示等形式，向广大网购消费者曝光“刷单”这一网购消费陷阱，引导其在选择网购商家时不要只一味关注网店的销售量、好评等信息，应同时注重消费者给予的中评、差评等评价；提醒其在选择海外代购商家或购买名牌商品时应“货比三家”，对部分价格过于偏低但销售、好评多的商家多留意是否“刷单”所为并谨慎购买。
二是推进商家诚信自律。工商部门应依托经济户口，对辖区网店经营户进行排查摸底、登记造册，并定期不定期通过召开培训会、开展上门指导、进行个别约谈等形式，向商家宣传新《消法》、《网络商品交易管理办法》等相关法律法规，提升其法律认识和违法成本意识，使其牢固树立诚信、自律意识，主动抵制“刷单”行为。
三是加大执法监督力度。一方面，工商部门应主动加强与淘宝网的联系沟通，要求其利用自有专业机器和专门团队，加强对涉嫌刷信誉和好评的店铺进行清查，并将可能存在“刷单”行为的商家及时上报工商部门调查；同时，鼓励网店商家向工商部门投诉举报“刷单”商家，以便工商部门借《网络交易管理办法》实施契机，让违规者付出法律和金钱上的惨重代价，形成“不敢刷也不能刷”的互联网生态。另一方面，工商部门应加大对“刷单”军团涉嫌传销行为进行深入调查、取证、打击，对涉嫌犯罪的及时提请公安部门介入，从源头上打击网购“刷单”产业链主体。

2020，是特别的一年，防控疫情延期开学以来，我校全体老师积极响应学校号召，线上办公，认真备课，利用腾讯会议软件在线教学。真正做到了停课不停学，停课不停教。
这次网课是一次最公平的试炼，试的不仅是学生，还有教师以及学校。特殊时期，为了更快更好地渡过这段适应期，各方也都在积极努力。在网课时长、上课形式等方面，我校出台了一些管理细则，以适应学生和老师们的需求。在技术上，学校提供在线教育软件和备课软件加紧完善课程内容、优化服务。在教学上，教师不断创新，使用多种资源和材料丰富的视频课堂；并开设直播辅导，辅助答疑。总的来说，通过网上教学在一定程度上能够弥补学生无法到校学习的损失，这具有重要的积极意义。

由于班上学生来自各个地区的原因，有的学生没有条件参与网络上课，甚至常常只有一个学生能全堂课参与进来。所以在本次考试之前，我仓促地对前四个单元的网课知识点进行了一次梳理。但是由于时间关系，学生还是不能很好地掌握需要记忆的单词，对于基本语法的掌握不尽人意。这次测试成绩非常不理想，也就必然在意料之中。七年级有六名学生，只有一个学生基本全程参与网络授课，另外两个学生偶尔参与，另有四名同学基本没有参与网络课学习。四名未参与网课的学生基础也十分薄弱，新来的两个学生英语基本零基础。本次测试总分120分，最高分为90分，最低分13分，差距比较明显。通过本次考试，我大致掌握了孩子在假期学习的一个情况，了解了新来的两个孩子的英语水平。为适应新时期教学工作的要求，我将结合七八年级学生学习英语的实际状况，在教学中狠抓学生基础，首先就是学生的单词拼写。掌握课本中新单词是英语学习的基础，是开学阶段务必要抓好的。所以我准备在后续的英语教学中，从以下方面出发，针对性教学，以优带差，实现整体成绩的提高。
1、以优化课堂结构，提高教学效率为中心。向40分钟要质量，要做到提前备课，没有教案不得进课堂；认真上好每一节课。
2、转变教育理念，改变传统教学方式，以充分调动学生学习积极性为突破口，培养学生学习兴趣、进行学习方法指导、信心培养、沟通学生心灵为主，切实做好防差、转差工作（转差要“有计划、有目的、有组织”）。树立“教学是学校的中心工作，质量是学校的生命线”的意识，加大转差力度。（主要措施：提高课堂效率；培养学生学习习惯及兴趣；作好差生思想工作，鼓励其学习信心；加强学习方法指导；实施小组辅导与组长负责制；课后作业加大面批次数，勤检测，勤鼓励，单词亲自督促，组长负责检查，老师以单元过关检测为主，奖罚分明）。加强检查及时评估，7年级应以提高及格率为突破口，全面提高教学质量；8年级在提高学生阅读能力的基础上，加强学生的写作能力的培养。
3、教学常规工作：作业有布置，有批改，有反馈。作业的种类可多样化，分为：单词，选词填空，翻译句子，阅读......作业的检查指定专人负责，七，八年级由各组长负责、老师抽查为副。
4、英语兴趣的培养是辅导学困生的一种方法和途径。精心准备，上好每一节课，备课要做到有教学内容，教学过程，教学效果及信息反馈。
5、为使老师教学做到心中有数，全面了解学情，教学反馈及时。根据学校的统一安排，以学校组织的月考、期中和期末成绩为主要依据，对每个学生建立英语质量档案，对每个学生英语学习情况进行跟踪。
6、加强英语和其它学科的课程整合，利用现代化的教学手段，提高教学效率，充分利用我校现有资源，争取实现英语教学和计算机教学的有机整合。

1）需要付款时先在GS系统上提交借款单或者报销单，待审批流程完成后，按照合同及发票上的信息填写结售汇申请书和境外汇款申请书，填写完成后，连同报销单拿到财务，a项和b项盖财务专用章和法人章，盖章后拿回。
2）合同复印件、发票复印件、承诺函需提交用印审批盖公司章
3）上述资料准备好后到浦发行进行付款
注意：1. 付款前联系财务确保账户上有钱
2. 填写结售汇申请书和境外汇款申请书时注意字迹工整，一笔写好，不可涂、抹、擦。
3. 盖章时注意区分西安航空制动和中航飞机章，以防财务盖错。
2、银行保证金购汇业务（A286材料款，特点：量大，金额大）
（1）需要提供纸质资料如下：
a. 上海浦东发展银行结售汇申请书
b. 进口通知书回执
c. 背书申请书
d. 承诺函（承诺报关后给关单）
e. 承兑通知书
上述五项资料提用印审批，加盖公章，拿浦发银行13楼进行付款
（2）付款流程
付完材料款后，在浦发行拿正本提单（提单有背书银行章），将正本提单快递到天津港进行货物发放行。
报关所需资料：
a. 正本提单3份
b. 发票（invoice）
c. 报关委托书
d. 箱单（Packing list）
e. 手册前两页
后四样均为扫描件。
注意：正本提单特别重要，千万不能丢。
（3）付钱后银行回单
a. 购汇通知书（银行返一联）
b. 承兑通知书（浦发行13楼拿）
c. 汇率兑换小样（付完钱银行出）
d. 背书手续费（过两天去银行拿）
e. 购汇手续费（过两天去银行拿）
f. 代收业务手续费
