1、抵达留学所在国后到哪里报到?如何办理报到手续?有什么规定?
答：按照《资助出国留学协议书》规定，留学人员自抵达留学所在国后十日内凭《报到证》及《国家留学基金资助出国留学资格证书》原件向我国驻留学所在国使(领)馆办理报到手续。如本人不能及时亲自前往，可先以电话、电邮或信件方式报到。并于一个月内将入学证明、居住地址、银行账号告知使(领)馆。经批准变更留学单位者，抵达新的留学单位后，应于十日内向现所属有关使(领)馆报告，由原属使(领)馆将有关情况和材料转告现所属使(领)馆。
注意：驻外教育处(组)将逐步启用国家公派留学管理信息平台，请留学人员通过国家公派留学管理信息平台报到的同时登录_网站掌握当地教育处(组)的管理、服务措施。
2、如何使用国家公派留学管理信息平台进行报到?
答：(1)抵达留学所在国并开通银行账户后，填写报到信息：
登录信息平台，点击[国外事项]——点击[网上报到]，填写相应内容。
注意：国家公派留学管理信息平台使用申报时的用户名、密码即可。
使用国家公派留学管理信息平台过程中的技术问题请咨询国家留学委信息资源部。
3、在外留学期间能改变留学单位或留学计划吗?有什么规定?
答：如在规定的留学期限内确因学业或研究需要，需要变更的，应提前两个月向所属使(领)馆提交个人书面申请、推选单位意见函(联合培养博士生和在职人员)、原留学单位或导师书面意见函和新接收留学单位或导师的同意接受函，由使(领)馆受理后报国家留学基金委审批。
优秀本科生国际交流项目及其他录取时已确定留学单位的项目，一经录取不允许改变留学单位。
留学人员变更留学单位须经国家留学基金委批准。凡未经国家留学基金委批准，擅自变更留学单位和留学计划者，均按违约处理，本人或保证人承担相应的违约责任。
4、在外留学期间能改变留学国别、留学身份和留学期限吗?有什么规定?
答：国家公派留学人员在外留学期间原则上不能改变留学国别、留学身份和留学期限。
攻读硕士、博士学位的公派研究生在规定的留学期限内不能获得在被录取时确定的学位，需要延长留学期限的，应在规定的留学期限届满前两个月向所属使(领)馆提交个人书面申请、推选单位意见函(在职人员)、留学单位或导师证明其确因学业需要延长学习时间且可以在延长期间内获得被录取时确定学位的书面意见函，由所属使(领)馆受理后报国家留学基金委审批。
其他身份的国家公派留学人员在外留学期间原则上不得延长或缩短留学期限。
凡擅自变更留学国别、留学身份和留学期限者，均按违约处理，取消其公派留学资格，本人或保证人承担相应的违约责任。
对因航班等特殊原因超出留学期限一个月(含)以内抵达国内的，不作违约处理。
留学人员变更留学国别、留学身份和留学期限的审批权在国家留学基金委。
5、在外留学期间因故提前回国该怎么办?
答：国家公派留学人员因故不能继续学习需要提前一个月(不含)以上回国的，应提前向所属使(领)馆提出个人书面申请，推选单位意见函(联合培养博士生和在职人员)及留学单位和导师的意见函。由使(领)馆报国家留学基金委审批同意后，为留学人员办理回国手续。
奖学金生活费按财务规定办理;当次留学资格不再予以保留。有违约行为的，应当按照《资助出国留学协议书》约定承担违约赔偿责任。
6、在外留学期间因病中途回国该怎么办?
答：国家公派留学人员因病不能继续学习需中途休学的，应当提前向所属使(领)馆提出个人书面申请，推选单位意见函(联合培养博士生、联合培养硕士生、本科插班生和在职人员)、留学单位或导师的意见函及学籍保留证明、提出申请时所在地医院出具的证明，由使(领)馆报国家留学基金委审批。休学期间在外奖学金生活费停发。因病中途休学时间累积超过一年(不含)的，当次国家公派留学资格即终止。
凡未经国家留学基金委批准，以患病或其他理由擅自休学或中途回国的，均按违约处理，本人或保证人承担相应的违约责任。
7、在外留学期间因故中途回国该怎么办?
答：留学人员因故中途回国，应提前向驻外使(领)馆提交个人书面申请、推选单位意见函(联合培养博士生、联合培养硕士生、本科插班生和在职人员)、留学单位和导师书面同意函，报所属使(领)馆批准同意。因故中途回国的往返国际旅费及手续均自理，回国期间在外奖学金生活费停发，留学期限不予顺延。凡未经国家留学基金委批准，擅自中途回国的，均按违约处理，本人或保证人承担相应的违约责任。
8、在外留学期间如遇紧急突发事件该怎么办?
答：国家公派留学人员在外留学期间，如遇到紧急突发事件(如留学所在国战争等)，将纳入驻外使(领)馆的应急机制一并进行安排、管理。如确需立即回国的，应当自回国之日起五个工作日内报告国家留学基金委。
9、国家公派留学人员是否享有休假、收集资料待遇?
答：除公派研究生以外的国家公派留学人员不享有休假、收集资料待遇。如在留学期间回国或赴留学所在国以外国家，应提前报所属使(领)馆批准同意。在此期间奖学金停发。
公派研究生留学期限在12个月(含)以内的不享受回国休假、收集资料待遇。
公派研究生留学期限在12个月(不含)以上的，在外学习期满12个月(含)后，经报所属使(领)馆审批同意，可以利用留学单位假期回国或赴留学所在国以外的国家休假、收集资料，时间计入资助期限。同一年度内，休假、收集资料时间不超过1个月的，奖学金照发，休假、收集资料时间超过1个月以上的，自超出之日起停发奖学金。
同一年度内，回国或赴留学所在国以外国家休假、收集资料只能选择一项，费用自理。超出以上次数或时间的，自超出之日起停发奖学金。
10、国家公派留学人员可否参加国际学术会议或赴第三国学习、从事科研合作?
答：国家公派留学人员可以在留学期间赴留学所在国以外的国家参加国际学术会议。须向所属使(领)馆提交个人书面申请、留学单位或导师的书面意见函及国际学术会议的邀请材料，办理备案手续。费用自理。
攻读博士学位的公派研究生在规定的留学期间内，确因学业需要须赴第三国学习或从事科研合作超过1个月以上的，应提前2个月以上向所属使(领)馆提交个人书面申请、研究计划、留学所在国和第三国留学单位或导师书面意见函，由使(领)馆报国家留学基金委审批。
